Si svolge il 12 e il 13 aprile 2011 presso il Ministero degli Affari Esteri ungherese a Budapest una sessione primaverile del Club of Venice dedicata alla questione “Comunicare l’Europa nelle scuole“.

Autorità, Colleghi, Cari Amici,
con reale dispiacere non posso prendere parte all’incontro del Club di Venezia programmato a Budapest perché – per i miei impegni di professore universitario a Milano – questa settimana è consacrata alle tesi di laurea e si tratta di impegno non delegabile.
A Budapest ero venuto, allora come coordinatore del CdV, all’indomani della caduta del “muro di Berlino” per stabilire contatti con il nuovo quadro di governo al fine di favorire la più rapida integrazione nel nostro informale ma concreto “tavolo di relazione professionale”, ottenendo risposte favorevoli e vivamente interessate.
A Budapest siamo poi venuti a svolgere una parte di un nostro meeting più recente e anche in questa occasione abbiamo percepito competenza, amicizia, interesse per lo sviluppo di una moderna cultura professionale nel settore della comunicazione pubblica.
Siamo in una fase delicata e importante nelle relazioni europee – messe a prova da cambiamenti epocali – e riteniamo che lo spirito e la qualità del lavoro che si sta svolgendo in seno al CdV sia un frammento piccolo ma molto interessante per far crescere dall’interno della relazione tra istituzioni nazionali e istituzioni comunitarie una comprensione reciproca.
Una comprensione fondata su legami anche personali che spingono verso le tendenze integrazioniste dell’Europa e non verso la diffidenza e la frammentazione.
E’ questa anche la domanda della gioventù europea, del mondo della scuola e della formazione. La comunicazione dei governi – lo diciamo sempre – non è un “megafono”, è un punto di spiegazione e di ascolto tra istituzioni e società. Con questo approccio anche l’esperienza prevista a Budapest che ha come prevalente oggetto di discussione il rapporto tra tematica europea e scuola ha un carattere di apprendimento per noi e non di propaganda. Sull”Eurobarometro del mondo adulto non c’è più molto da fare, su quello degli studenti c’è tutto da fare.

Club of Venice “Communicating Europe in Schools” workshop

The “Club of Venice” is an informal gathering composed of the Directors-General / Directors / Heads of the information and communication services dealing with EU-communication, of the EU Member States and the EU Institutions (more precisely, the EP, the Council and the Commission). It was founded in 1986 under the auspices of the at that time Italian Presidency of the Council of the European Union. Since 2003, it also includes EU-communication responsibles from the corresponding offices of the candidate countries which have already started negotiations with a view to further accession to the EU. Since 2008, have joined the Club also the Economic and Social Committee and the Committee of the Regions. There is a wide range of initiatives in both Members States and at the level of EU-institutions aimed at increasing awareness and knowledge of Europe at primary and secondary schools. The categories of activities include teacher training, the production and distribution of teaching and learning materials (DVDs, interactive on-line games, multimedia installations, etc.) as well as competitions, games, simulations and role play. In some Members States teaching about the European Union is part of the curriculum, whereas in others such activities are mostly extra-curricular. In general terms the objective of the workshop is to exploit, rationalize and reinforce this wide variety initiatives in the EU-education field, as well as to encourage transnational cooperation and the exchange of best practices.
